Eagle Scout Service Project Workbook
should be obtained from the online link when the Scout is ready to begin
planning his project. The Candidate should only undertake research on a possible
project at this point. Discuss it with the Unit leaders before going ahead. NO
WORK OR FORMAL PLANNING may be undertaken until the workbook signatures are
obtained and a meeting for approval is conducted by the District Advancement
Chairman.
Once the project is approved, conduct the project. Remember that
the point of the project is that the candidate plans the project and gives
leadership to the project’s workers and volunteers. His primary job during
the carrying out of the project is supervising his staff and managing his
financial and physical resources – not doing the work.
The
final project step is to finish the last section of the workbook, get final
signatures, and assemble photos and other documents needed to completely report
the project.
All
requirements for the Eagle Rank must be completed prior to the applicant’s 18th
birthday and the official Eagle Scout Rank Application submitted to the Middle
Tennessee Council office.
The Eagle Scout Rank Application Steps
Preparation of the Eagle application is the responsibility of the Candidate and
his family, Unit leader, Unit Committee Chair, and Unit Advancement Chair.
Obtain
the Eagle Scout
Rank Application,
the most rent edition.
All
requirements for the Eagle Rank must be completed prior
to the applicant’s 18th birthday.
Our
district requires that a short summary of the Candidate’s
Eagle Service Project and a statement of the total project hours be written on
the application in the space provided in Requirement #5. In addition, our district requires that a
brief statement of the
Candidate’s ambitions be included in the space provided in Requirement # 6.
Official Review of Application
The
Scoutmaster or his designee makes an appointment with the Eagle Registrar
to review the Eagle Rank Application at the Middle Tennessee Council Office (Jet
Potter Center) in Nashville. All listed advancement, both rank and merit badges
will be verified. The Council Registrar will return the application approved and
signed by the Council Registrar to the Unit Leader.
Scheduling the Eagle Board of Review
When
the approved application is in hand, the Unit Leader should schedule the Board
of Review with the District Advancement Chairman (contact info at top of page).
The
Chair will select the members of the Board of Review and determine the time and
place of the Board of Review in cooperation with the Unit leader. The Board
should be scheduled in a place with a dignified atmosphere and free from
possible interruption. The board must consist of at least three and no more than
six members. It must include at least one member from the District Advancement
Committee who is thoroughly familiar with Council Eagle policies and standards.
The
Unit Leader will request the Advancement Chairman to inform all Board
members and the Candidate of the date, time, and place of the Board of Review.
While
both National and Middle Tennessee Council policies discourage the
presence of visitors, it is possible for a member of the Unit leadership to be
present, but not participate in the Board of Review.
For
example, the Unit Leader may be present, but should speak only if asked by a
member of the Board to clarify a point.
In
particular, no relatives of the Candidate may be present.
Preparation of the candidate for the Eagle Board of Review
It is
the responsibility of the Unit Leader, Unit Committee Chairman, or Unit
Advancement Chairman to prepare the Candidate and his documentation.
Their
duties are as follows.
Uniform
The
Candidate should appear at the time designated for the Board of Review in
complete Class A uniform.
Eagle
Scout Rank Application
Make
sure the original Eagle Scout Rank Application and copies are available for
review by the Board.
Our
district requires that a short summary of the Candidate’s
Eagle Service Project and a statement of the total project hours be written on
the application in the space provided in Requirement
#5.
Insure
that a detailed statement of the Candidate’s ambitions, life purpose and listing
of positions held in religious institution, school camp, community or other
organizations is attached. In addition, our district requires that a
brief statement of the Candidate’s ambitions be included in the space provided
in Requirement #6. The purpose of doing this to insure that this information
becomes a permanent part of the Eagle Candidate’s record when his application is
microfilmed at National headquarters. (Only the application form is sent to
National H.Q.)

Leadership Service Project Workbook
Have
the original Eagle Scout Leadership Service Project Workbook with photos and
several copies available for review by the Board.
Reference Letters
The
Candidate must provide written letters of reference from all
individuals listed in Requirement #2. This is usually accomplished
using the Middle Tennessee Reference for Eagle Scout Board of Review Form which
is included in the Eagle Packet sent to each scout upon achieving Life Rank. A
Trail of Tears
version of the reference letter is also acceptable.
The
Candidate should deliver a copy of this form to each person listed as a
reference along with a stamped envelope addressed to his unit leader.
It is
best that the Scoutmaster receives the letters and makes copies for use
by the Board. This form is confidential and should not be shown to anyone
other than the members of the Eagle Board of Review.
The
Candidate cannot be boarded without these reference letters.
The
Unit leader should arrive early to make available all documents to the Board
prior to the actual board. The Board members will review all documentation prior
to calling for the Candidate. When called, the Unit Leader or his designate
should introduce the Candidate to the Board. If more than one Candidate is to
appear before the Board on the same date, times should be staggered to avoid
unnecessary waiting.
After
all Board members have concluded their questioning of the Candidate, the Board
will dismiss the Candidate and discuss his fitness to be an Eagle Scout. The
decision to approve the Candidate’s Application must be unanimous. The
Candidate, his family, and Unit leader will be recalled and informed of the
decision of the Board. The Chairman of the Board and the District Advancement
Committee Member will sign the Eagle Rank Application.
Final Steps
The
Unit Leader
will deliver only the Eagle Rank Application to the Middle Tennessee Council
Eagle Registrar who will have the Council Scout Executive sign it. The registrar
will then forward the Application to National Headquarters.
Once
the Application is approved and returned by National Headquarters,
the unit advancement chair must submit a Unit Advancement Report
to
Nashville just as with any other rank advancement. This is a very important and often overlooked step in
the process.
